The building of the palace was built after the war in 1950-1952. It was designed by the architect K.Z.Bartashevich. This architectural monument and cultural site remains very important for the residents of the city to this day. In the 60-80s of the last century, a stormy cultural activity was in full swing here. At that time, he had two auditoriums, a mirror hall for sports. It had 23 clubs, 10 children's and 15 adult amateur groups, seven of them were awarded the title of folk. Now part of the premises are leased. Café Mario settled in one of them long ago. The city's civil defense headquarters is also located here. Modern collectives of folk art constantly hold rehearsals: the club of sports ballroom dancing "Elegy", the dance studio "Ilham", the show-ballet "Inspiration". In 2013, a memorial plaque to the Honored Worker of Culture of Ukraine P.F. Ochenash, who worked here since 1954. Associated with it is the creation of an ensemble, a choral group and, ultimately, a choir on the basis of the Palace of Culture, which was awarded one of the first in Kremenchuk the honorary title of the national.
