                  Built according to the project of the architect V. Kh. Nemkin in 1892. Three-storey building is made in fairly pure forms of classicism. Placed on the pedestal portico with a pediment gave solidity and characteristic for its time respectability. The facade is solved according to the canonical scheme: with the heavily weighed plinth, beautiful platbands on the windows of the second, front floor, the central part is separated by pilasters, and the corners are fixed by rust. Before the revolution, the building housed the Diocesan Administration of the Kharkov diocese. In Soviet times it housed the Central State Archives of the October Revolution and the Socialist Construction of the Ukrainian SSR. Since 1971, the Central State Archive of Scientific and Technical Documentation of the USSR, after the collapse of the USSR, has become the Central State Scientific and Technical Archive of Ukraine in the city of Kharkov.
