                  The greatest in Ukraine building in which constantly tendon and people worked. Operated in 1938–1941 Known as «White Elephant». An observatory was solemnly opened on July, 29, 1938. Did building consist of hotel which had two floors from the east, and from western, due to a location on relief of 5 levels, and from an economic annex and tower. Where afterwards set a telescope, erected a tower-rotunda on the Sonth side.
